Warning Systems and Standard Operating Procedures

Warning (RED)
Highest level of tsunami threat
(Estimated wave amplitude of > 2 meters and estimated wave arrival of < 60 minutes)
Most vigil - Actions to be taken and sustained till warning is withdrawn, in the islands predicted to be affected by the Tsunami
EOC – Disseminate the warning to all the line departments & activate the emergency time functions.
Control Rooms of DCs/ SDOs and Police – 24 hours functioning
SDRF and Police – To be deployed for evacuation
Navy, Coast Guard and other central forces – Readied to move in to any location for the rescue.
BSNL – To be Sent network based early warning SMS to public as per the information from EOC.
Police - Deploy emergency communication systems
I&PR - Conduct Public Announcement as per the information from EOC and DCs/SDOs.
Health - Hospitals, CHCs and PHCs in the islands predicted to be affected by the Tsunami– function at full strength 24 hrs as per requirements by making necessary human resource arrangements from district level. Medical teams should be kept ready for field level disaster management. Ensure control measures for epidemic prevention. Adequate quantities of medicines, bleaching powder, chlorine tablets and trained manpower have to be ensured
DCs/ SDOs/ Police – evacuate public from the coastline to the relief camps and other safe higher ground and start the relief camps
Police – Stop vehicular traffic other than that of emergency services via roads prone to inundation.
Declare holiday for all educational institutions
Port shipping & Aviation - Movement of HSC are to be restricted. Avoid boarding/de-boarding of personnel from passengers ship. Vessels/ship should move into deep Ocean
All mass gatherings and social events to be stopped
Tourism – Evacuate all tourists from the vulnerable area to the safe location.
Fisheries - Advise fishermen to do not venture into sea.

ALERT (ORANGE)
Medium level of tsunami threat
(Estimated wave amplitude of > 2 meters and estimated wave arrival of > 60 minutes or (ii) estimated wave amplitude between 0.5 and 2 meters and estimated wave arrival < 60 minutes.)
Be prepared - Actions to be taken and sustained till warning is withdrawn, in the islands predicted to be affected by the Tsunami
EOC – Telephonically verify the certainty of the warning from INCOIS & activate the emergency time functions.
Control Rooms of DCs/ SDOs and Police – 24 hours functioning
SDRF and Police – To be deployed for evacuation
Navy, Coast Guard and other central forces – on high alert and standby.
BSNL – To be Sent network based early warning SMS to public as per the information from EOC.

Low level of tsunami threat
(Estimated wave amplitude between 0.5 and 2 meters and estimated wave arrival of > 60 minutes or (ii) estimated wave amplitude between 0.2 and 0.5 meters.
Be prepared - Actions to be taken and sustained till warning is withdrawn, in the islands predicted to be affected by the tsunami
EOC – Keep checking the tsunami bulletins from the INCOIS website
Control Rooms of DCs/ SDOs and Police – 24 hours functioning
All concerned district administrations and nodal departments to be on alert mode.
Threat Passed EOC - Monitor & Verify the current status with INCOIS that the threat has passed and warning withdrawal information send to nodal departments.
